Full year - 2007/08


07/08 Target Achievement - 16% increase!


1574 more clients have up-to-date relapse prevention plans or a 16% increase since first quarter 2007/08 when this started to be measured. This is a total of 7476 people or 76% of all clients who have up-to-date relapse prevention plans.

Quarter Three 2007/08

Summary from the Target Champion


Twenty-one DHBs submitted data on relapse prevention planning in the third quarter. This is the same as quarter two.

The use of relapse prevention plans in DHBs has increased by 4 percent to 68 percent. This indicates that a 22 percent increase in long-term clients with relapse prevention plans is required to achieve the national target by year end. At this stage seven DHBs are achieving the 90 percent target. This is a decrease of one DHB from quarter two.

Seven DHBs (Bay of Plenty, Capital and Coast, Lakes, Nelson Marlborough, Northland, Otago, and Whanganui) are in the 60–90 percent range, with seven DHBs nearly at 90 percent.

The percentage of long-term clients with relapse prevention plans in three DHBs (Capital and Coast, Southland, and Tairawhiti) has declined since quarter two.

Five DHBs (Auckland, Southland, Taranaki, Waikato, and Waitemata) are below the 60 percent mark.
  • Auckland DHB has said that it remains committed to the health target and its own internal goals around this. The DHB reinforces this to services and clinical staff in a variety of ways.
  • Southland DHB said it has made this a priority with services. Southland DHB is concerned that the interpretation of what constitutes a crisis plan is variable and this is compromising the accurate recording of the percentage of clients with a crisis prevention plan.
  • Taranaki DHB said that this project is requiring a significant change to the practice of staff. Team leaders in this DHB are now reporting monthly on compliance.
  • Waikato DHB has put in place an electronic treatment/relapse planning template released across services, and training is under way.
  • Waitemata DHB did not outline any service changes or initiatives that have been put in place to address their performance short-fall.

In the coming months a proposal will be put to the Minister of Health around how improvements can be made to the implementation of service delivery changes required by the mental health target.

Quarter Two 2007/08

Summary from the Target Champion


Substantial progress was made in improving mental health services in the first six months of the year.

About 8500 people (64 per cent) with long-term mental illness have treatment and relapse prevention plans as of December 2007, up from 2804 (35 per cent) the year before.

One of the benefits of having crisis prevention plans is that the process encourages individuals to be the driver of their own care. Having a relapse prevention plan has also helped reduce the length and frequency of hospitalisations of people with enduring mental illness. Admissions data show that as the percentage of people with relapse prevention plans rises, there has been a corresponding drop in admission rates (by up to 26 per cent nationally).

The threefold increase in the number of relapse prevention plans came as a result of concerted action by DHBs. Eight DHBs have achieved the national target, and another four are close to achieving the target.

Quarter One 2007/08

Summary from the Target Champion


A total of 19 DHBs submitted data on relapse prevention planning in the first quarter of 2007/08. This is an increase of nine DHBs from quarter two in 2006/07.

In addition to this, the use of relapse prevention plans in DHBs has increased by 26%. This indicates that the Ministry and the DHBs it regulates are progressing well towards the achievement of the 90% national target for this.

At this stage four DHBs are achieving the 90% target and six DHBs are close to achieving this. The two DHBs that did not provide data in quarter one will be doing so in quarter two. In the up and coming months increased monitoring will be undertaken to ensure that there are further improvements from all DHBs to ensure that the 90% target is achieved by the end of 2007/08.
