Health TargetsTarget Development and Measurement Development Results from this first year (2007/08) were an important part in setting DHB performance goals for 2008/09 and the consensus has been to aim even higher. The targets themselves are also being reviewed to ensure they remain dynamic and relevant. For 2008/9, the Ministry and the DHBs have agreed to retain the current set of Health Targets. In addition DHBs, as part of their own DHB District Annual Plan, have already agreed their local targets for the year. The targets for 2007/08 where negotiated between the Ministry of Health and District Health Boards through the District Annual Plan (DAP) process. The Ministry had already undertaken an analysis of DHB performance for each of the targets and where possible by ethnicity. The Ministry of Health led Health Targets were set in the Ministry's Statement of Intent. Measurement Each Health Target has a reporting and measurement system specific to each target area and work programme. DHBs will report regularly to the Ministry of Health as part of the standard reporting requirements. The Ministry of Health also reports regularly to the Minister as part of their reporting requirements. The Ministry will look closely at each Health Target area to understand performance trends and factors related to success. The work will help to identify where extra help may be needed to achieve the Health Targets. It will also help to identify new Health Targets or indicators as progress is achieved on some of the existing targets. The targets will be incorporated into all key planning and accountability documents.
